The decree demarcating the Amazigh Sunnah is issued in the Official Gazette
Decree No. 2.23.688 was issued in the Official Gazette on December 5, 2023, amending and supplementing Decree No. 2.77.169 of February 28, 1977, specifying the list of holidays on which holidays are permitted in public administrations, institutions, and privileged departments. This was after deliberation in the government council held on November 23 of last year.
The first article of the decree stipulates changing and completing the requirements of Chapter One of the aforementioned decree for all employees, as January 14 of each year was added as an official holiday on the occasion of the Amazigh New Year.
The Prime Minister assigned the decision to implement this decree, which was published in the Official Gazette and signed by Aziz Akhannouch, to the Minister Delegate to the Prime Minister in charge of digital transition and administration reform.
On May 3, the Royal Court announced that His Majesty King Mohammed VI had declared the Amazigh New Year an official national holiday, similar to the first of Muharram of the Hijri New Year and the Gregorian New Year.
His Majesty issued “his high directives to the Prime Minister to take the necessary measures to implement this lofty royal decision,” and the Royal Court’s statement stated that this royal decision comes “as an embodiment of the generous care that His Majesty, may God protect him, has always paid to the Amazigh language as a major component of the authentic Moroccan identity.” Rich in its many tributaries, and a common asset for all Moroccans without exception. It also falls within the framework of the constitutional enshrinement of Amazigh as the country’s official language alongside the Arabic language.”
The government council, held last Thursday, November 23, approved a draft decree submitted by the delegated ministry in charge of digital transition, and the decree relates to determining the list of paid holidays. The government spokesman, Mustafa Paytas, announced at the time that the government had set January 14 of each year as an official holiday, on the occasion of the Amazigh New Year.
It is noteworthy that the Prime Minister supervised, in the city of Khemisset, on January 10 of this year, the official launch of the procedures of the integrated plan to activate the official character of the Amazigh language, in implementation of the High Royal Will.
During a speech he delivered on the occasion, which was attended by a number of ministers, he expressed his pride in the political will of the government to activate the official nature of the Amazigh language, by taking 25 measures, at the levels of administration and public services, education, justice, culture and audiovisual media.
He pointed out that “the official recognition of the Amazigh language is a result of the high royal will that made it possible to make great strides during the past twenty years, and this historical turning point began with the Ajdir speech delivered by His Majesty the King, may God grant him victory in 2001,” adding that “in the year 2019, the law was approved.” The regulatory framework that specifies the stages of activating the official character of the Amazigh language and the mechanisms for integrating it into education and various aspects of life, after 8 years of conservative stagnation. “This law strongly and firmly confirms the status of the Amazigh language and its contribution to the multi-faceted Moroccan identity.”
He added, “Today, we are witnessing, thanks to the efforts of the current government, the manifestations of consecrating the activation of the official character of the Amazigh language, as stipulated in the 2011 Constitution, in connection with the proactive vision of His Majesty; “However, the political will to move forward with activating these workshops is insufficient without mobilizing the financial resources necessary to achieve this ambition. In response to this, the government allocated a financial budget of approximately 200 million dirhams for the year 2022 and programmed 300 million dirhams for the finance law for the year 2023, to be gradually increased over the coming years to reach 1 billion dirhams by the year 2025. The Prime Minister said that this enabled “the start of downloading the road map to activate these workshops, which includes 25 measures in the axes related to administration and public services, education, justice, culture, and audiovisual media,” stressing the continuation of “diligence within the government in partnership with various actors, because recognition In the Amazigh language, it cannot be limited to cultural and linguistic rights only, but must also be extended to include redressing the delay in social and economic development.”
