It is likely that he was previously the one who held the position of Rab Shaqi, who administratively supervises the Works related to irrigation and canals. The administrative position of this function within the Assyrian palace gradually took over until it became the second most important function in the Assyrian royal court.
Rab-Shaqi also assumed leadership of the military campaigns. The Assyrian king Tiglath-Pileser III, 725-727 BC, sent Rab-Shaqi with a military campaign against the country of Tapal, a region located in central Anatolia.
