I was drawn to my attention while I enjoyed talking to some friends working on the Amazigh file, in the context of a spontaneous discussion dinner, a difference in their views about the outcomes of the integrated government scheme to activate the official character of the Amazigh; As the discussion between friends becomes more diffuse, the difference widens between those who assert that the current government has dismissed the integrated government scheme in view of crystallizing another road map on activating the official character of Amazigh, and those who say that the government is still sticking to the integrated scheme and that if it remains silent about it, it is because it is looking for The optimal alchemy (l'alchimie) between what was stated in the government program on Amazigh on the one hand, and the contents of the integrated scheme on the other hand.
The meeting, even if it came spontaneously, on the sidelines of the twenty-seventh session of the International Book Fair organized in Rabat, was rich in terms of its contents and the total number of questions that were asked and awaiting answers. Questions The decline in the presence of the Amazigh in this exhibition, compared to previous exhibitions, gave them enough elements of depth, intensity and seriousness. That dinner of discussion ended without the friends coming to a common conclusion, and I bid them farewell, anxiously overwhelmed by the questions of the combined government scheme.
What does the integrated government plan refer to to activate the official character of Amazigh? Has he really become forgotten and transcendent under the current government? Or, on the contrary, is it still valid and the government is committed to what it came with?
In explaining the integrated government plan for those who do not know
it, we cannot talk about the integrated government plan to activate the official character of Amazigh, without referring to the Organic Law No. 26.16 issued on September 12, 2019 related to determining the stages of activating the official character of Amazigh and the modalities of its integration in the field of education and in priority areas of public life ; In theory, the integrated government plan should be a roadmap for implementing the requirements of Regulatory Law No. 26.16 on the ground, according to an integrated approach that ensures the coherence of relevant public actions and measures, and prevents falling into the trap of unintegrated approaches of a unilateral, sectoral character.
Article 32 of Organic Law No. 26.16 states that “Ministerial sectors, territorial authorities, institutions, public enterprises, institutions and constitutional bodies shall draw up work plans that include the modalities and stages of integrating the Amazigh language, in a gradual manner, in the fields they belong to, within a period not exceeding six months starting from the date of This organic law has been published in the Official Gazette.” Article 34 of it states that “the head of the government spoke to a permanent ministerial committee entrusted with the tasks of monitoring and evaluating the activation of the official character of the Amazigh language.
The composition of this committee and the modalities of its functioning shall be determined by an organizational text.”
The regulatory text referred to in Article 34 above is nothing other than Decree No. 2.20.600 issued on September 8, 2020 defining the composition of the Permanent Ministerial Committee in charge of tracking and evaluating the activation of the official character of Amazigh and the modalities of its functioning. It is chaired by the Head of Government in accordance with the requirements of Article 1 of the aforementioned decree.It should be noted that the former Prime Minister, Mr. Saad Eddine El Othmani, issued on December 10, 2019, Circular No. 2019/19 requesting the Ministers of State, Ministers and Delegated Ministers to provide him with their plans. sectoral to activate the official character of Amazigh, accompanied by a timetable that takes into account the deadlines specified in the Organic Law No. 26.16.
The Permanent Ministerial Committee to track and keep pace with the activation of the official character of Tamazight held its first meeting on April 20, 2021. This meeting opened with a speech by the former Prime Minister, in which he mentioned the references on which the demarcation of Tamazight is based, especially the speeches of His Majesty the King. The speech of the former head of government, published on the electronic portal of the Presidency of the Government, confirmed the following: “This meeting will be devoted to presenting the structure and approval of the specialized committees, as well as presenting the draft government plan that includes the modalities for activating the official character of Amazigh and the modalities of its integration in the field of education and in the priority areas of public life. and discuss it.”

In his introductory speech to the integrated government plan to activate the official character of Tamazight, the former head of government, after recalling the frame of reference and the achievements made on the path to activating the demarcation of Tamazight, indicated that he “appreciates the tireless efforts made by the various partner bodies, especially civil society organizations, with their rich proposals. And its sound corrections, which have enriched many aspects of this plan, and there is no need to remind that civil society will remain our partner in downloading all the requirements of this plan and in everything related to this important and distinguished national reform project for our country under the wise leadership of King Mohammed VI.
No one disputes the important and distinct reformist nature of this scheme, but not everyone who has worked on it, studied and analyzed, will argue that it needs to reconsider many of its aspects and improve its contents, starting with addressing the confusion between procedures and goals and addressing the ambiguity of the scheme’s leadership. ), through clarifying the relationship between the general goal and its sub-objectives, and the importance of setting measurable smart goals that are able to move us from thinking about activating demarcation to empowering Amazigh on the ground, leading to the question of the status of the government scheme integrated in the general perception of the current government, Related to the Amazigh file.

eight months after the life of the government of Aziz Akhannouch, no one knows for sure what the government will do with the integrated government scheme to activate the official character of Amazigh.
