Statement of the Extraordinary Conference of the National Movement for the Liberation of Azawad held in Kidal from 27-28-29 August 2022
The final statement
was held in Kidal in the period between 27-28-29 August, the work of the exceptionally seductive conference of the National Movement for the Liberation of Azawad (MNLA).
The conference recorded the attendance of all the movement’s structures and delegations coming from all the states of Azawad and Bamako, and among the delegations present were delegations from Algeria, Saudi Arabia, Libya, Mauritania, Niger, the Platform, the Strategic Framework CSP, the Wali of Kidal, Mansma, and the civil society of Kidal.
The conference inspired the distinguished attendance of the chiefs of tribes, clans, religious leaders, cadres, youth and elected officials, which indicates the importance of the event.
The inspiration of the conference was the presence of the League President of the Coordination of Azawad Movements, Mr. Al-Abbas Aq Intal.
After the opening of the conference with the speech of Mr. Al-Abbas Aq Antal, the periodic head of the Coordination of Azawad Movements (CMA), and the opening speech by Mr. Bilal Aq Al-Sharif, Secretary-General of the National Movement for the Liberation of Azawad, who outlined the circumstances and data in which this conference will be held, as he mentioned the items of his schedule represented in the restructuring of the National Movement for the Liberation of Azawad (LNLA), integration, issues Security and humanity. The conference recorded the speeches of the head of the transitional authorities of the state of Kidal, the representative of the President of the Supreme Council of Adagh, the representative of Malatform, the representative of the permanent strategic framework CSP, the representative of the Wali of the state of Kidal, the High Council of Brabes, for a delegation coming from Larnab and the civil society of Kidal. He
also recorded messages of support from each of Amashgan and their alliance for the Wilayat of Timbuktu (CIAT), the head of the Chammanmas tribal council, the Imiticha Supreme Council, the Qanda Ma Fei movement.
All between the initiative to hold the conference in circumstances witnessing security repercussions and the will to unite forces to face the multiple challenges.
After a serious and fruitful discussion of the agenda items of the conference, the following conclusions were reached:
1- With regard to the issue of the internal restructuring of the movement:
The conference took the following restructuring steps:
* Re-escalation of Mr. Bilal Aq Al-Sharif, Secretary-General of the National Movement for the Liberation of Azawad
* Appointing members of both the Revolutionary Council and the National Council
* Rebuilding all the structures of the movement to make it more effective to face challenges current.
2- With regard to the issue of integration:
The conference approved the principle of merging the Sima movements into one political and military body, in implementation of the results of the Sixth National Movement Conference for the Liberation of Azawad, which was held in Kidal from November 28 to December 1, 2019 in Kidal, and the final statement of the meeting of the Executive Office of the Coordination of Azawad Movements CMA on July 16-17, 2022 in Kidal. Assigning the Executive Office of the National Movement for the Liberation of Azawad to initiate the integration mechanism through an agreed roadmap, taking into account respect for the supreme interest of the Azawad people, in addition to all the living forces in Azawad with whom the political vision is shared.
3- With regard to the subject of the implementation of the agreement:
after seven (7) years of signing the agreement, its application is paralyzed, which hindered the credibility of the Azawad people in it, and the escalation of matters also left the thought that the agreement was unable to meet the necessities of the time. Therefore, the conference calls especially to take a position on this.
4- With regard to the issue of responding to security and political challenges:
In view of the escalation of crises and security and humanitarian challenges in Azawad as a result of massacres committed against defenseless innocent civilians, looting their property and forcing them to leave their land, the conference requires the coordination of Azawad movements to expedite the adoption of security, social and political measures to confront the escalating threats and its humanitarian repercussions.
The conference affirms all its solidarity and sympathy with all the residents of Manka and Gawa who are suffering from displacement and intimidation and extends its condolences to the affected families.
The conference calls on all actors in the field of security in Azawad to redouble their efforts with the Coordination of Azawad Movements (CMA) in this regard.
The conference commends the activities of humanitarian organizations such as the United Nations (MINSMA and its sectors) in Azawad for their remarkable efforts and encourages them to increase their work.
The conference invites the sister movements on the platform of the movements for the 14th of June 2014 to revive the debate in favor of social coexistence among the population.
The conference sends a word of thanks to Monsma for all its efforts in the interest of security and stability.
He greets the conference and thanks friends of the National Movement for the Liberation of Azawad and for those invited to attend, which testifies to the importance of the event to them.
