The “mediator” noted in a statement that Morocco’s assumption of responsibility for the presidency of the Human Rights Council during this year (January-December 2024) should “be an opportunity for a package of bold decisions and measures at the level of strengthening the protection and advancement of human rights in our country, both at the level of completing The compatibility of national legislation with the requirements of Moroccan Convention practice, or at the level of public policies or the governance and effectiveness of institutions concerned with human rights.”
He stressed that the occasion of Morocco assuming this new international responsibility should “also be an opportunity to correct some imbalances and correct the course of our country’s involvement in the international human rights system and strengthen it, especially by working to remedy the delay in submitting some national periodic reports or the delay in the level of interaction with the list of issues when This is about adopting the simplified procedure, working to implement the concluding observations and recommendations issued by the treaty bodies, considering facilitating visits by special procedures (special rapporteurs), as well as reviewing the organizational framework of the Ministerial Delegate for Human Rights and developing a new national plan in the field of democracy and human rights that is integrated, realistic and implementable. In this regard, the mediator says, “We see that issuing a comprehensive amnesty to all those detained in connection with the Rif Movement, and to journalists and bloggers, both those convicted and those following them, would strengthen national immunity and the home front, consolidate confidence and hope for the future, and give a strong impetus in consolidating democratic practice and supporting efforts.” Development, which only flourishes in the soil of freedom and the rule of law.”
The Mediator for Democracy and Human Rights hopes that the year 2024, with Morocco chairing the Human Rights Council, will take the initiative to call for the organization of the Vienna +31 Conference to discuss internationally the outcomes of the 1993 conference, which was organized by the United Nations on human rights and resulted in the issuance of the “Vienna Declaration and Program of Action” document. “Especially since it has become necessary today to consider the threats and risks facing human rights on more than one level.”
